I think City Living can meet a players needs whether a family player or single sim player. Anyone can live in an apartment and enjoy the festivals. It's definitely my favorite EP. Get Together is good to for both player styles, as you can create kids clubs or adult clubs and everything in between. But, as for my gameplay, I don't use clubs all that often and I detest the game created clubs and most sims that are in them. Thankfully, the constant calls asking me to join "such and such" club has seemed to really slow down. I only like creating my own clubs. There are good perks to the clubs. I don't care much for GTW, so I won't even mention it, as I have nothing really good to say about it.
If you are even a little bit of a family player, I highly suggest Parenthood. It brings so much to a players game. Dine Out is good, too, but running a restaurant is a headache, but I really enjoy my sims getting to go out on dates or family gathering to eat. Spa Day is great. One of my favorite packs released. The CAS and BB items are amazing and I love Yoga and pampering my sims for a weekly treat. Outdoor Retreat is my least favorite, only because it's a hassle to customize the camping sites (cabins, etc) and I always find something lacking or missing when I have sims rent the cabins but it does have good play-ability when you want to give your sims a couple days away from the hustle and bustle of everyday life. I love that even the kids can go and have vacation days from school for it.
