You don't have to do all the things in that list to get a happy moodlet and aspiration reward from the holiday. Just a couple generally is enough, especially if you do the ones which the specific Sim has a "heart" over in the list. You know you've done as much as they need to when the whole bar for it gets a gold overlay.
I just had "The Festival of Arts" in my game and both of my active sims got what they consider a "great holiday" from just doing 2 of the things in the list.
Also, if you really just don't want to do them, you can delete most of the default holidays completely and they will never show up again. Or edit them so that big list of stuff to do has only things which you want it to have.
If you aren't going to do a holiday, I recommend just deleting it so it never comes up again, because sims get negative moodlets if you leave them on and don't do any of the stuff. Worst case scenario is you change your mind and add them back using the button to Add a Holiday.
