The more clothing they add to the game, the more weird random combos we get. There's no way to control it or stop it. Sims often spawn/become a vampire/age up wearing something random from every category. Then, throw it situational outfits that they sometimes never change out of... it's a mess. There are quite a few topics, and even bug reports on HQ, about this.
What we really need is a way to limit what NPC's can access in the clothing options. And of course tags need to be set correctly so Sims will change when appropriate.
