I don’t know if it’s possible in S4 Studio to unmark it for situational outfits?
It's possible. You just have to create an override for each of the hijabs using Sims4Studio and uncheck them for "Situation", then save.
I don't know why EA tagged them as situational outfits in the first place as there is no situational outfit they were intended for.
