I need Conservation Career Help!!!

One of my sims made a policy in the conservation career which turns off lights at prime time to save money, but now i want to repeal it, but game wont let me. Now lights go out in all my towns at primetime. Can someone help me get rid of this??? I just set up Discover University and the lights are going off from 8-10 in this world also!!!
