I never would've expected THAT!

It's called Incite Cheers and level 4 celebrities (like her) do this autonomously.

Or if sims have a pristine reputation other sims seem to randonly start looking excited whenever they see your sim.

I dislike this incite cheers thing and I just right on any Sim that is annoying and select delete. Poof they are gone but they are fine somewhere else instead of in my Sims face. I am not sure what mod or cheat gives me the ability to do this. I saw lilsimsie do it in a video and discovered I could do it also. I have mcc with cheats enabled so it's probably that because she has the mod also along with UI cheats. It's lovely to be able to do this at anytime.
