I think the Pets engine opens up room for Horses, but combined with City Living's Festivals it also opens up the idea of Pet Shows for all three. So in your Horse pack you get Horses obviously, but Pet Shows work for Cats and Dogs too, if you have the pack.
Parts of Cats and Dogs could also be used in a Werewolf pack.
I'm sure they will use some of the stuff in cats and dogs for something else
The Neighbourhood aspect of City Living was used in Cats and Dogs too. Don't you wish your old Worlds were that interactive?
