Had something similar happen in a save of mine, no notifications of death but somehow they had died. Turned off neighborhood stories completely and started a new save with them off.
Check you households tab btw from manage worlds, and see if Vladdy is somewhere there. If not, find a copy of him on the gallery and get him back and just pretend he was hibernating lol.
That's exactly what I did - download him from the gallery because he was nowhere to be found via manage worlds/manage households. According to the description in the gallery, this should also be the original Vlad, including his powers and all. First thing I did was kick out that servo and give Vlad back his mansion 😁 Next thing I knew he showed up during a club meeting and started mixing drinks at the bar 😁
