It's been my experience that if a lot has MOO and you don’t use the cheat, it may take a few things away, specifically columns. But I've also had moments where nothing was removed. I guess it just depends? I don't know.
As for teaching to ride a bike, one of my sims could teach her son without issue. It just takes forever. In another household, my sim would just cancel the action and walk away. His son would just put the bike in his inventory and go do something else. This was two completely different saves but from the same base save.
