There's a few things I think people don't realize, which irritates me.
-EA only allots them a certain amount per DLC.
-It takes a lot of money to make really good animations. They have to study references, workshop those ideas, have meetings on those ideas and decide what the animations should be - then they have to create those animations for the Horses.
-They then have to create animations for all the other things in the game that will interact with Horses. Sims and other animals having animations.

The above doesn't even factor in the concept art, the model making, the CAS system for horses, the painting and texture maps, the making of the world.
