C&D and MFSP combined are still worse them TS3 Pets, imo. We paid more for less.
So tl;dr: Horse Ranch could give us enough to be its own thing, but we got scammed with Cats & Dogs.
You know, I don't think you are wrong here. I didn't go into depths on my feelings about C&D above, just focused on me accepting no horses. And while I do stand by how much I like the world they built around cats and dogs and the animation/customization of those pets. It absolutely was shallow. Outside Supernatural, Sims 3 Pets was my most played pack. The cats and dogs alone were just FUN, being able to control them, sending them out to search for things, it was just fun. They were part of the "family". Then add in all the new "aspirations", what were they called, Lifetime Goals or Wishes or something like that for your sims. The smalls pets that were thrown in. That was just the cats and dogs, not even going into all the greatness that was horses and searching for wild horses and unicorns. It was just really good.
Sims 4 cats and dogs just doesn't compare. I rarely ever play with pets, they don't feel like part of the family, they feel like annoying objects or decor. And once you have taught them the basics, there is literally nothing to do with them except take them on the same walk and agility equipment, which I'll be honest, I never even have played with once because I lose interest in pets so quickly. So ya, I agree, we got scammed with Cats&Dogs.
