Did they say if there will be an option to turn this off in the game settings?
I never wanted any type of story progression and I don't want to be bombarded with a million calls from NPCs asking my sim for advice on life changes.
The first update will only be with your family and friends - defined as people in your sim's friend's panel. The one progress that won't be asked about is if they get promoted in their career.
a later update (possibly patch after next, possibly later, that wasn't clear) will expand to the world and include apparently very granular controls for who can progress in what that is per save and you can fine tune down to household. They didn't explicitly say there would be a top level "on/off" control, but I'd be surprised if there wasn't something.
