Um, no. This is Xbox interns not doing their job. If you assume and announce game features by a tagline, then you're not doing your job.
Can you create in The Sims 4? Yes. Control? Yes. Rule? Yes.
What, where and who is a completely different story and to what extent should be researched not assumed.
Simple as.
