I think this is the key.
High Maintenance trait is a trait that does what it says. It makes the sim ultra high maintenance.
The kinds of people a trait like this would be on in the real world (who probably don't actually exist)... are the cast members of Reality TV shows, SitComs, and the comedic relief of a Rom-Com movie.
An over the top personality requires an over the top solution.
A normal person living on their own in an apartment and fixing their own affairs is not going to be able to handle being a 'dependency drama llama'. The sim needs an entourage of caretakers, or a very active player who basically camps that sim on wellness activities after every outburst.
If you're trying to give a sim with this trait a mostly normal life - you'd of course needs mods that block the trait from actually working (the MCCC feature to turn off emotional deaths), because this trait is not normal, not even crazy - it's a "comedy movie drama-llama cast member" trait minus the laugh track... It's "what should happen" to that character - being an unmitigated walking disaster of self imposed drama.
