About children having their own separate spells like in TS1: Making Magic, maybe that would have been too much work for a GP with everything else it already offers, but that's why I'm saying, they could easily have given children most of the same spells as adults and gotten away with it because there's nothing too dark or mature about them.
But now that you say it, @SimTrippy, I love the idea of children making their little siblings float! :D Especially if their magic skill isn't refined yet and they accidentally drop the little one... But you're right, that would probably be considered too "evil" for a game that won't even let sims die of untreated sickness.
