I'm not sure if it's working or not because I'm not sure how it's supposed to work? I had assumed once I attained a footprint, without changing things, it would stay that way. It seems tuned to keep on sliding though. During one sim day I can get a notification saying it's green, neutral then green again. I feel like that's wrong... I get it that fast for industrial too.
I get that it's tuned to slide, or else we would never be able to change it, but I don't know why it needs to keep pulling back? It should pull back when I start to make changes going the other way? I could see it if say I have 4 lots in the neighbourhood and 2 are industrial and 2 are green that it would pull back and forth. But if I have them all green or all industrial, it shouldn't be pulling back? Unless I'm missing something in my builds/actions that is causing the pull still?
This might be the intention since it's been almost 2 months and there's not been a fix for it. (Again assuming) I'd assume that a major selling feature of a pack and probably the #1 thing about this pack that changes the overall game: you'd want that to be working as intended from launch, if not very soon after and we've had 2 patches since. There should be another patch before knitting launches though, so I think if I don't see a fix then, I'm going to assume this crazy back and forth sliding is intended.
