Is eco footprint actually working for anyone?

I have a feeling none of us will ever know for sure if it's "working" because the game itself is extremely vague about how it's supposed to work and EA has wisely decided to remain silent and not answer any questions about how it's supposed to work. I've found I can usually get the meter to go green and mostly stay there if I remain only on the home lot and focus entirely on placing a ton of solar panels / windmills, but if I ever leave the lot, or switch to play a different household, or the season changes, it will often change back to neutral.
