Is it just me, or is it always the same group of sims at the hospital?

I have the same problem in the Detective career. I think it's a problem with the game as a whole and not just the EP. Other public lots from the nightclub to the park had the same problem of the same Sims spawning everyday since the game came out. I hope with GTW putting this problem front and center Maxis can finally fix it.
