The game was lagging for me in San myshuno when I had a lot of packages in my mod folder... And it was not the graphic card to have a problem, it was the CPU. You can look at the percentage of the resources in use by putting the game windowed and opening the task manager while it's running (on Windows). Also the game runs smoother when windowed for some reason.
