Is my GTX 1050 Ti too slow for Sims 4?

Had stutter and all that in my game and especially in that dreadful town, cured it all though through tweaking the Graphicsrules file and removed all low LOD levels so the game always displays the highest quality at all times so all pop in is gone too. This should have a negative impact on performance but this actually made the game utilize my graphics card properly and removed all performance issues for me. The devs might have intended for the LOD system to lessen the load on computers but it turns out it decreases performance instead on higher end computers.

This is on a rig sporting a 980 ti and I can reproduce this result on other computers as well and many times over. They should tweak this for a patch so people don't have to do it themselves.
