Is there a technical reason unnatural skin tones don't tan?

For people who can look at how the game is working better than me. Is the game applying a single like 'color burn' layer onto all skin tones and thus it would look really stupid on the unnatural tones...

If you will note, I mentioned this happens with light, not paint.
