Yes, culling is when it removes Sims from your game due to there being a lot of them. The upper limit these days is very high compared to where it was when the game first released. I could be remembering wrong, but I think it's something like 800 sims now (and it doesn't count certain special role sims at all). It used to be like 150 sims, so it was a pretty bad back in the day.
And just to reiterate, the setting you choose of 200 is NOT the limit before culling happens. You cannot adjust that limit. 200 is just the max you can have in My Households to protect.
Also, seeing as you use MCCC, you can actually protect any Sims or households that you want even without having them in your My Households section. Just click them and select the "MC Command Center" option from the pie menu, then click "Sim Flags"->"MC Command Center"->"Flag to Never Cull"
Circling back to the outfit thing, there's a couple of different ways to pull sims that are not active into CAS for an outfit change, but I found the best one is to just use MCCC's feature that brings only the Sim (rather than the household) which you can access by clicking the Sim then Clicking "MC Command Center"->"Sim Commands"->"Modify in CAS".
