Hi @Lenny_Ogg you received basically this advice already but here is a step by step:
1. Turn off NPC voting in the Game Options. This prevents new NAPs from being enacted unless your played sims vote on some.
2. testingcheats on, shift-click the voting board, instant repeal each of the existing NAPs
3. if desired, shift-click the voting board to enact any NAPs you want, or not if you don't want any NAPs
Repeat steps 2 and 3 in every neighborhood you want to adjust. For neighborhoods that don't have voting boards, place one from debug, do the steps, then delete the board.
I honestly like it that there are negative NAPs that serve as hazards to avoid. Being in the USA I feel like it makes sense to have negative consequences if we fail to vote at election time...
I also think NAPs add an extra layer of depth to visiting or moving to different neighborhoods. Not all neighborhoods are the same, and some might be more or less desirable for certain sims or a certain playing style.
