Of course, you can, but from my experience there is a risk of the game choosing one for you.
Others (myself included) don't seem to have that problem, but at least in my case, I'm playing with saves created after I turned off NPC voting, so I don't have any NAPs that I don't want, and the game never adds them.
That said, there are several NAPs (I can't remember all at the moment) that you can ennact that will have little to no direct impact on the game most of the time.

Support Performing Arts - though I don't remember if this one creates violin playing or if I'm mixting that up with Discover University roommates

None of these have inspectors, have generally positive or at least not invasive NPC actions (if they have them at all), and while they may boost the income from certain professions, if you don't have a Sim in one of those professions, it doesn't affect you.
