Sims that drop out or get expelled can only enroll in distinguished degrees (which requires skills). Alternately, your sim could also use a computer to obtain a high school degree online.
What degree do you want your sim to get? With this, I can suggests skills your sim can learn during the week before they can apply again.
Or if you want to get into any basic degree, computer, then career, then get the diploma online.
