I've had this happen in my recent bakery SO many times. Its seems completely broken. They've stolen not only random clutter decorations, but items I've had for sale and even restocking signs. They even stole restocking signs while my sim was standing right there, RESTOCKING it. There is no way to prevent it. There will be a huge crowd, often sims interacting directly with the Klepto (sometimes they didn't even have the klepto trait) and they just swipe whatever they want. No one reacts or gets caught and there is no option for me to stop it. I've even tried asking sims I knew stole things to leave before they could. Didn't work. Or engaged them directly, all through a sale. And they still stole the item right there while talking to my Baker. It's incredibly frustrating! A little theft is realistic and I'm perfectly fine with that. But this is ridiculous.
