It looks like they are trying to advertise all of the different Sims games at once. I guess they figured it would be a less expensive way to advertise mobile, pc, console, and handheld by combining everything together. I don't think it is by far the last Sims game, rather just a really, really bad advertising campaign.
it's so hard to believe this is ea's marketing for the sims. who tf hired? how much money are they saving to keep hiring so many incompetent people? of course we are just speculating perhaps ea has something prepared. but so far while the ads don't look bad, they look very out of place. they look like those mobile game ads that show something completely different from the actual product, and also looks very improvised. if it's marketing for the whole franchise then why are they only using ts4 renders? but then they describe ts3 content?
