Is this game already considering a sim's fertility?

No fertility is the same for all sims of the same age group, between them it differs.

There are ways to get fertility up which come from moodlets or that reward trait. You can get a fertility massage at a spa or if your sims have high herbalism there's a balm that sims can use to increase fertility. There might be more ways but idk.
