When I am wondering about another sim, I will actively control that sim. Once there I would check their quarks, or whatever it is called in this game to make sure there isn't something that would be interfering with what you are hoping to do. Something I also found that helps is while controlling that sim, I would have them interact with the sim you are hoping to connect them to. Usually, after that, I don't have any issues in getting the two to chat and other dialog.
