This is true, but it doesn't tell the whole story.
Yes, the pack is definitely better if you have it in combination with other packs. I would certainly find it less interesting without Outdoor Retreat and Spa Day, particularly, so I agree with you there.
But... I have every pack with the exception of a couple of the stuff packs (kids & MFP, I think?), and I still find that Sulani lacks a certain amount of depth. I still play it from time to time because I find the setting so beautiful and relaxing, but never for very long, because it gets old so fast. And there are just too many little annoying things that bother me because of the carelessness/lack of thought.
