True. It should have all lots available for when you choose to go on vacation, then once you pick your rental NPCs can start joining as well, but playable Sims should always have first choice because of sizes of the lots and such. Should maybe let @SimGuruNinja know to see if there's anything he can do, or if it's a known thing.
