Yeah I just started playing around with this trait and had the same problem. A couple of items swiped from a community lot did show up in household inventory, but items swiped from a neighbor's house didn't. I read about this and confirmed it - I switched to playing my neighbor's house and the swiped items showed up in my neighbor's household inventory. :/ Kinda ruined the story I was planning...

It depends on the cost of the item. If it's something cheap, you should be able to swipe again withing an hour or two but if it's something expensive like a computer, tv or pricey painting, you have to wait about 8 hours. I made a family of three thieves. They like to go on crime sprees. One person would chat with the owner of the house or create some sort of diversion (fight, tell a group story, etc.) while the other two robbed them blind. It was a fun series but when I went to play other families in the game, I was a bit annoyed that all of their electronics and paintings had been stolen, lol, but that's life.

I let a kleptomaniac sim in my sim's house once and they stole the grilled cheese

Back in the day of sims 3 before I used cheats, I used to have my sim swipe cars. That was pretty awesome. Made a decent amount of money having them steal cars all night.

The Bheedas baby turned out to be a kleptomania teen. She came round and stole my cats food bowl! Poor kitty!

My klepto sim is leader of entertaining club that gathers at any museum and one of activies is to swipe.
