Laundry Day Issue

Sims are unable to hang clothes out on their clothes lines after having washed them in the washer. I have tried resetting the clothes line, replacing the clothes line, leaving home and then going back again. Have even tried dragging the clothes, and placing them on the ground next to the clothes line. I even started a new game, and the issue remains. Nothing that I have tried seems to solve this issue of sims unable to hang up the clothes. And the clothes line not in an area where the sims can't reach it, and there's nothing in the sim's path to their clothes lines.
