I think it all depends on the
Legacy Challenge you're playing. I only play
Pinstar's Legacy Challenge. It has rules, one of which is the heir must stay on the lot, you can't move the family out or move them to another town. If you move your Heir off the lot, then they can no longer be the heir. It's a challenge for a reason. ;) I generally have an idea of what size house I'm going for at the start. It may take some time before my Founder has it completed, but that's only because I go for large to accommodate a large family.
Unless your legacy demands the entire family stays on the lot, I would just move out the spares after you've chosen your heir. With
Pinstar's the heir has to be a YA before they are the actual Heir. Generally, since we have to play on normal length, the Founder dies off by then. Sometimes redecorating is called for. New paint/wallpaper, new floors. Maybe new furniture, as it can be afforded. Like I said, it all depends on the rules of the
Legacy you're going to play.
