Cheerful sims shouldn't put other sims in a tense mood outside their cheerful trait, it should only be triggered when in the correct buff first and then the tense moodlet coming through afterwards so it makes sense. That should be looked into.
There are times where i've seen sims get tense from cheerful sims and they don't know them, so how can they know they are cheerful without asking to find out first let alone know how to get tense? There is a missing bit of logic to the idea of how it works out because as it is these sims getting tense are doing it for no actual reason.
Neat sims now appear to have a severe form of OCD going on. i was at this one gym with a sim and there were half a dozen sims rotating around seeing who can reach the various objects that are already clean to be even more clean, it looked really silly, worse still some sims were being kept from going to the bathroom to relieve themselves or shower after some exercise. If anything Neat sims are now just in the way rather than as a bonus.
