The real transcended gameplay is limited to the new career, traits and lifestyles, the latter of which I really enjoy though I feel there needs to be a lot more options. Festivals have alerts so you can attend them like the CL ones and the mountain excursion is an event you can plan.
Replayability depends very much on how much you use the world, lifestyles, new career, new skills, etc. The rental patch makes it easier to experience the worlds, but you still have to make the effort to incorporate it. Also, I dare say its bits and pieces of other packs make it more valuable if you have fewer packs. I will not have any problem using everything regularly, including a lot of the small details, so there are no regrets on my end. You, though? It just depends on how much the themes speak to you.
I dislike the winter aspect very much, but I really love the idea of the Japanese theme. I do enjoy the look of Sulani... but I could never get the careers to work properly (tasks were glitched and I couldn't complete things), so I stopped using that world. I rarely buy SPs (A huge gap between Tiny Living and Vintage Glamour. I've purchased most of the GPs (minus Jungle Adventure and Star Wars), and so far all of the EPs (minus Eco and this one).
So yeah, basically I'm 50/50 torn. I wish it wasn't a 40 dollar pack or I'd just buy it to see for myself...
Based on your description, I take it vacation based/world tied play is not your favorite. Plus your dislike for winter means around a third of the world will not be all that appealing to you. It is also the third that has the biggest vacant/residential lot. (I turned my SE rentals into residential homes, though.)
If you are a big builder, it does have a fair bit to offer for a Japanese theme. Especially with the platform patch. The houses were all built by game changers, so they are really nice, too. I'd look extensively into the BB, CAS, and lifestyles if I were you. If nothing else, wait for a sale at least.
