Lifestyles and sentiments should be BASE GAME - not expansion locked

I believe its a horrible mistake the newly announced "lifestyles and sentiment" feature is locked behind owning this expansion and a big error in judgement from a developers point of view for the game...

So should they have included the jealousy, attraction, turn on and turn offs, and other similar features from Downtown in the base game in 2? Or what about the reputation system that was added in I think Generations from 3, should that have been base game? Because from what I'm reading those features aren't all different from what they're including with this pack.
