Yes, this. The more sims view your sim doing the fame action, the faster it rises. Makes sense - can't become famous without being visible.
However, the first 2 stars DO take a long time, especially the 2nd and 3rd star. For my singer/songwriter, it took literally about 4 game hours per star. It might have been faster if her skill level had been high at the beginning, but I started her out as a Young Adult with a low skill level.
It seems to go faster after the 3rd star, because then more sims flock to your up-and-coming sim, and there are more actions to do to increase fame (posing for photos, etc.)
