Looking for chain-link fence seen in Del Sol Valley (pic included)

I can't find the fence in build mode and I looked in debug by showing hidden objects. I see the wired fence in the regular build mode but not the one without it. I need this fence and a door gate ...

The one with the razor wire added is next to the other one in debug. Same cheats as above
