I'm not hating on Sims 4, but with it being the next iteration, I had hoped for more. The pack felt incomplete. I felt like I had more stuff to do in StrangerVille than I did with Island Living. It felt like the main selling point of Island Living was mermaids and swimming in oceans and that was it. It really didn't give me much to do. Is Island Living visually appealing? Yes. In terms of gameplay, did it bring alot to the table? No.
I know people dislike comparing games, but look at Sims 2. They had less to work with, but were able to provide meaningful and memorable gameplay. TS2 and TS3 are different from one another, but both had cars (cars were introduced with Night Life for S2 and cars were there from the start for S3), so what is Sims 4 excuse?
You are right, it's obvivous making more money (they claim TS4,all formats, has made over one billion), doesn't equal better game.
It has dawned on me the selling point of this pack was the world and not gameplay. If they would create a world tool for players we wouldn't have had to buy a world without gameplay. Someone pointed out what the ads say and it's about you live in pleasing looking world...well, duh, then, I guess we all were taken in by the fact we thought it would be about the gameplay. :o ETA: Here is the quote, ..live amongst the aesthetic backdrop. (This proves they can deny they ever meant to say this had amazing gameplay when in truth this is about the map and not the gameplay)
