If I play through the event and then purchase a pack later—Life and Death, for example—will I get access to that pack-exclusive item? Or do you have to have a pack during the event in order to access the reward?
In the Deck The Palms Login event you were able to claim pack exclusive rewards if you later purchased the pack.
If you don’t currently own the packs associated with these rewards, don’t worry! The rewards you earn will be there waiting for you in the future if you decide to buy the pack.I'm not sure that is the case for the Lost Legacies event.
Some Quests are Pack-specific, so you’ll only see them if you have the Pack installed. For example, if you have the Paranormal Stuff Pack installed, you may get Pack-specific Quests that use features and Items from that Pack. If you don’t have that Pack installed, these Quests won’t appear for you.

I sure hope we can get the pack-specific rewards with later purchases because that dress for EBN is gorgeous!!
I think so long as you claim the event rewards it should be waiting for any respective depended packs to become fully available
I think you, by claiming a reward, will unlock it for future use. You will just not see it in BB until you get that other pack installed.
