Exactly this. If players get a choice through options (fame system, NAP), lot traits (tiny living, paranormal stuff) or even objects (laundry day) then people can buy it and choose themselves if they want to use certain features or not. It would be so much better than toning down a feature for everyone.
Why does there need to be a toggle for occult focused packs though? The idea behind putting occults in their own centred packs is the toggle, it gives people the choice of opting-out of a feature they know they don't want so they have to be ADULTS and make the conscious decision to miss out on a handful of objects/items. it's just like @Sallycutecat points out in their post, and I have expressed in many of my previous posts.
If you don't like the content, don't by the pack, it's that simple. Don't go to Twitter and start harassing the devs to nerf a core gameplay feature because you don't have any self-discipline. But that's obviously too hard for some people to grasp because the sims kind of enables a weird gambling/collection mentality in people where they just "have to" buy the newest pack, even if they only like the decore. I would use my usual sware acronym here, but I won't because it's "offensive".
Well, in the case of vampires there are also those of us who bought it because we want some of our sims to be vampires... not because we want every sim we play in every save to be vampire prey on a regular basis. There could be a toggle for whether you want random vampire events or player-directed vampire play only, and that would benefit some of the occult player community as well as the realism players. I have no interest in the vampire break-ins at all.
I do wish there was more random vampire activity in Forgotten Hollow. I mean if you move a human sim to a place like that you are essentially asking for trouble. Same with Glimmerbrook and spellcasters. I get not having them all the time in every world but why not the world that came with the pack?
You don't have to interact with vampires in every save, you can quite literally avoid them outside of the tutorial, heck you can even miss the tutorial break-in. I've had instances where Vlad doesn't show up to do his whole "welcome to the neighbourhood" or how "unavoidable" first-time break-in. Especially now since there is a "no trespassing toggle" on the door.
You can also ignore the NPC when they come to your door, plant garlic on your front lawn or place a garlic bulb there. Don't talk to other sims about vampires don't interact with vampire NPC's, don't research vampire lore. To avoid nigh time neighbourhood interactions/walk-by NPC visits don't have your sim live in one of the two starter worlds, where they spawn more frequently.
Not to mention vampire sims don't even do autonomous feeding, even back when the pack was first released, literally the only times it happens is if you played on a rotational save that just happened to have a vampire(s) with the "eternally welcome" perk and even then it was a very, very VERY low chance of it happening while off the vampire household.
Seriously, you can play a "normal" save pretty vampire-free without even trying. I DO NOT UNDERSTAND how hard this is for some people to grasp.
*deep breaths* I will agree with you on that more frequent/NPC behaviour should be more commonplace in the worlds that came with the packs, as you said, it's pretty much asking for trouble.
