There is probably a cheat code to add the (hidden) ‘mermaid’ trait to a sim in order to make them a mermaid. You can turn a normal sim into an alien or vampire by adding the (hidden) alien or vampire trait to them with a cheat code. You might want to see if anyone has figured out what this cheat is for mermaids.
I believe this is the cheat code to turn a sim into a vampire:
traits.equip_trait trait_OccultVampire
And this turns a sim into an alien:
traits.equip_trait trait_OccultAlien
Maybe you could try:
traits.equip_trait trait_OccultMermaid
