A balcony can be used for a hobby or for relaxation. Gardening, yoga, sunbathing, painting, writing, reading, homework, kids' play area, knitting, drinking coffee or lemonade, clothes drying all can be done on a balcony. Since the balcony in questions if off the master bedroom, maybe you could use it as a hobby area for whoever uses that bedroom. If you have more space is good, if your sim has the earpods they could dance or exercise on the balcony.
