Good, it's still working then. You get the Mixology Specialist Certificate for taking 11 skill classes. The certificate's purpose is to give your Sim the same kind of boost for the Mixologist career that other careers get from university degrees. It's not limited to mixology classes and that's a good thing, since it means that maxing the mixology skill doesn't prevent you from earning the certificate.
There are no certificates for other careers because most of them have university degrees. The only other full-time careers that don't have university degrees are E-Sports Gamer and Professional Athlete. Their career boosts come from reaching the top level of the university E-Sports team and Sports team.
