MCCC does allow you to add more sims to a household outside of CAS. You have to place that sim in the world (not in the house you are playing) and then type in the command in the cheat bar to add them to the household. I don't know the command off hand but it's on the MCCC website.
Thank you, but the game won’t allow me to place the household down in the first place due to there being no adults in it.
