Copied this from sims-online, probably against some rule. Anyway, it's in the science lab and it sits on the floor and spins all the time, kinda smallish compared to everything else in there. Should have been one of the things he created or invented on his first day there. Hope this helps. :-) - After making it, it shows up on the machine with the little robot sphere AI. Your sim can drag it around the lot or pocket it. It could be in his inventory already if it's not in the machine. Making it should be what triggers the task of using it. It's spherical and not quite kneehigh to a sim.

I think is any type of metal for the momentum conserver.
