They are useless clutter for the world. There are so many of them and noting to do there. They should add little interactions to them. Window shopping is a good start, but they could add more like buy bread, coffee, snow suit or souvenirs. I remember in Magnolia Promenade there is this little fast food place painted on one of the fake buildings across the road from the tram track and it's so visible that I am always tempted to click on it and see if there are any interactions available.
