It includes that the veil is (veils are?) part of a hair style not a separate hat (unless I misheard that in the livestream).
Also I saw nothing to suggest that wedding formalwear is limited to new items. It seems to completely chosen by us.
Yes I watched again and they said some of the base game formal wear is getting updated swatches so I assume that means you can use base game dresses and suits as well.
