If is this, werewolves at TS4 will have true wolf form, and will be able to gain fitness while at wolf form
Now the question would be why dogs gain it? Could be one of 2:
* Werewolves wolf form will share features with dogs
* There will be a spell or curse or so, to turn dogs into werewolves
